The short answer: yes, an overnight cruise on a licensed boat is safe in normal weather. The boats stay inside a sheltered bay, every guest is registered with the port authority, and when a storm is forecast the port authority stops every boat from sailing, usually for one or two days. The real risk is weather, mostly from July to September, and the worst accident in recent years, in July 2025, was a day-trip boat caught by a sudden thunderstorm. If your cruise is cancelled for weather, you get a new date free of charge or a full refund.

What happened in July 2025

On 19 July 2025 the Vinh Xanh 58, a sightseeing boat on a day route to Sung Sot Cave and Titop Island, capsized in a sudden, violent thunderstorm in Halong Bay. It carried 46 passengers, most of them Vietnamese families from Hanoi, and 3 crew. By 26 July, 10 people had been rescued, 38 had died and one was still missing, according to Tuoi Tre. In August 2025 Quang Ninh province launched a 24-hour vessel monitoring system for the bay (Tuoi Tre).

We mention it because it is the first thing many travellers find when they search, and because it shows where the risk is: summer storms that build quickly. It does not mean the bay is unsafe the rest of the year, and it is the reason we tell every summer traveller to keep a spare day in their plan.

What keeps you safe on a normal day

  • The port authority decides who sails. When a storm is forecast it stops every boat, for every company. Your cruise cannot choose to go out anyway.
  • Every guest is registered with the port authority before departure, which is why you need your passport on the day.
  • A safety briefing at boarding. 46 of the 96 boats we sell list it in their written programme.
  • The water is sheltered. The boats sail among thousands of islands, not on the open sea, and anchor in calm water for the night.
  • Activities happen at set stops. Kayaking, swimming and cave visits take place where the crew stops the boat, as part of the programme.

Are Halong Bay cruises running today?

Almost always, outside storm season. From about July to September tropical storms can reach the Gulf of Tonkin, and the port authority then closes the bay, usually for one or two days. October to April has very low storm risk. You do not need to check the news yourself: if your boat cannot sail, the cruise tells us and we contact you.

If this happensWhat you get with Ava Travel
The port authority closes the bay for weatherA new date free of charge, or a full refund if we cannot reschedule
The cruise line cancels your sailingThe same: a free change of date or a full refund
You cancel more than 30 days before check-inNothing is charged
You cancel 30 to 11 / 10 to 7 / under 7 days before15% / 30% / 100% of the total

Your own flight being cancelled is not a weather closure of the bay, so the normal scale applies; that is one reason we recommend travel insurance. Month by month storm risk is in the best time to visit Halong Bay.

Will I get seasick? Does the bay get rough?

Rarely. The islands break the wind and waves, so the water inside the bay is usually flat, and on the days when it would be rough the boats are kept in port. If you are very prone to seasickness, a larger ship moves less than a small one, and a cabin on a lower deck in the middle of the boat moves least.

Can you swim in Halong Bay?

Yes, at the stops the crew chooses. 57 of the 96 boats we sell include a swim stop in their programme, 33 of them on Lan Ha Bay. The water is warm enough from about May to September (about 28 to 33°C in June); from December to March most people find it too cold. Swim only at the stop and with the crew watching, never from the boat at night, and ask for a life jacket if you are not a strong swimmer.

Kayaking, caves and children

  • Kayaking is on the programme of 71 of our 96 boats. You paddle in sheltered water close to the stop, with a life jacket; if you have never kayaked, a bamboo boat rowed by a local (on 38 boats) is the easy alternative.
  • Caves have steps and can be slippery after rain. Wear shoes with grip, not flip-flops.
  • Children: decks have railings, but small children need to be watched on deck and on stairs at all times. Read Halong Bay with kids.
  • Travelling alone, including as a woman: see Halong Bay cruises for solo travellers.

Frequently asked questions

Is it safe to go to Halong Bay in July or August?

Yes, when the boats are allowed to sail, and the port authority stops them when a storm is forecast. The cost of summer is uncertainty, not danger on board: keep one spare day in your plan so a closure moves your cruise instead of cancelling it.

What happens if my cruise is cancelled because of the weather?

With us you choose a new date free of charge, or get a full refund if we cannot reschedule. If you booked the shuttle, it moves with the new date.

Do I need travel insurance for a Halong Bay cruise?

It is not required, but we strongly recommend it, mainly for medical cover and for cancellations on your side, such as a missed flight, that are not caused by the weather or the cruise.

Is Halong Bay safe for children?

Yes, with normal care on deck and stairs. Children under 4 travel free and 32 of our boats have family cabins. Some ships have a pool or a kids’ corner; see the best cruises for families.
